He told council members about his observations of late-night activity and unauthorized boats making dockings. BJ Buchanan, a resident who lives adjacent to the waterfront development, shared his concerns with other council members. "We would observe boats arriving during the night, around two in the morning," he added, adding that vehicles reached the lot "at all hours of the night." He also mentioned that boats arrived during the night. The city's representatives made public their plan to revisit the situation in December.
