The University of Texas Medical Branch has announced two key leadership appointments in the John Sealy School of Medicine, elevating Dr. Antonio Bianco to the role of dean and naming Dr. Tom Blackwell to a newly created position of vice dean.
The University of Texas Medical Branch (UTMB) has announced significant leadership changes within the John Sealy School of Medicine, underscoring its commitment to advancing medical education, achieving clinical excellence, and promoting research innovation.
Dr. Antonio Bianco, who stepped in as interim dean in March, has officially been appointed as the Senior Vice President of Health Affairs and Dean of the John Sealy School of Medicine. This marks an important date as he becomes the 21st dean of the institution since its establishment in 1891. He will maintain his position as the Chief Research Officer at UTMB.
“Dr. Bianco is an esteemed physician-scientist and leader whose vision and expertise will enhance UTMB’s standing as a premier academic medical center,” stated Dr. Jochen Reiser, President and CEO of the UTMB Health System. “In his role as dean, he is set to enhance our academic and research objectives further, while making certain that UTMB continues to be a premier destination for education, discovery, and patient care.”
In his new position, Bianco will oversee every facet of the medical school, ensuring that its clinical training, educational initiatives, and research goals align with UTMB’s mission to improve health outcomes in Texas and beyond.

UTMB has revealed the appointment of Dr. Tom Blackwell to the position of Vice Dean of Graduate Medical Education and Clinical Affairs. This newly established role aims to bridge the gap between medical education and clinical practice. Blackwell is set to take charge of graduate medical education programs, ensuring comprehensive oversight across various services, including inpatient, outpatient, procedural, and surgical areas, with a strong focus on maintaining quality and safety standards.
“Dr. Blackwell is dedicated to the health of the Galveston community, striving to provide patients with the highest quality of care,” Reiser stated.
Blackwell described the new role as “a pivotal opportunity,” emphasizing, “Our responsibility is twofold: to ensure that every patient receives safe, evidence-based care, and to engage students and trainees in a culture where excellence is demonstrated every day.”
The establishment of the vice dean position embodies UTMB’s commitment to its dual role as a health system and an academic institution. Blackwell is set to focus on enhancing faculty development, attracting clinicians, and establishing a concierge medical practice in Galveston.
Furthermore, UTMB has revealed the appointment of Dr. Vicente Resto as the Senior Vice President and Chief Operating Officer of the Faculty Group Practice. Resto is set to report to Bianco in the Academic Enterprise while also maintaining oversight of surgical services and ambulatory operations within UTMB Health.
