Houston police are searching for a man accused of posing as a licensed doctor and disfiguring a woman during multiple surgical procedures. Investigators say the suspect practiced medicine without a license, causing severe injuries that required corrective surgeries.

Authorities in Houston have announced the issuance of a warrant for the arrest of an individual accused of impersonating a certified medical professional. This man allegedly operated on a woman, causing deformity and significant damage that required medical attention.
Authorities say Niuver Borroto, 47, performed illegal procedures on a woman seeking reconstructive treatments after cancer treatment, causing serious consequences.
After a double mastectomy and breast implants, the victim's painful ordeal began. She removed the implants in 2022 after a trusted friend recommended Borroto, a qualified plastic surgeon.
Borroto said he could safely do three surgical operations, according to the woman, who spoke with ABC13. Borroto posed as a plastic surgeon at a Hillcroft clinic.
Borroto reportedly removed the implants and injected fat from other parts of her body during the surgeries to reconstruct her figure. The woman's health declined quickly after the third surgery.
“What he did nearly cost me my life,” she said.
The 54-year-old lady, who sought anonymity to avoid possible retaliation, described acute pain, infections, and necrosis, a tissue death syndrome. While anesthetized, Borroto injected fat into her face without her consent, causing painful lumps.
He said he did it as a gift, she said.
Borroto, without a medical license, received a cease-and-desist order in December 2024, according to the Texas Medical Board. According to court filings, Borroto charged the victim over $30,000 in cash for the operations.
The woman spoke out to protect others after four corrective surgeries and more expected.
“Investigate thoroughly,” she advised patients to check medical providers' credentials before treatment.
Borroto has a warrant for his arrest. His attorney, Paul Doyle, said his client will surrender and denies the charges.
Doyle said, “The complainant lacks credibility, and we are prepared to take this matter to court,” adding that authorities could have interfered earlier if the concerns were significant.
