Beachfront Tiara Condominium Reaches Topping-Out Milestone on Galveston Seawall

The 10-story Tiara on the Beach condominium has topped out in Galveston, marking a major construction milestone for the island’s first large-scale beachfront condo development in nearly two decades.

Beachfront Tiara Condominium Reaches Topping-Out Milestone on Galveston Seawall

This week marked an important landmark for the beachfront condominium development Tiara on the Beach, as the 10-story structure reached its highest point. This milestone indicates the completion of the building's primary frame and ushers in the next phase of construction along the Galveston Seawall.

Developers will mark the moment with a topping-out ceremony on March 12, celebrating the completion of a 15-month phased concrete construction schedule that began in December 2024.

The 320,000-square-foot project, located at 10525 San Luis Pass Road near Diamond Beach, represents the first major condominium development to rise on the island in roughly 17 years.

Satya Development is developing the project in partnership with Ludlow Construction, while PLACE Designers is designing it. The structure features a poured-in-place, post-tensioned concrete frame engineered for durability along the Gulf Coast.

The concept for the building emerged in 2020, when architect Steven Biegel and developer Sunny Bathija envisioned a modern coastal residence to help energize Galveston’s waterfront. The collaboration and Tiara project was envisioned as a Miami-style initiative aimed at revitalizing a waterfront area that has remained largely inactive since Hurricane Ike struck in 2008. The building was characterized as the result of a comprehensive team effort, which encompassed financing and coordination with the city.

Biegel said the project required extensive coordination among public and private partners. The architect continued, “This building represents an enormous team effort involving Satya, IBC Bank, the City of Galveston, and many engineering experts. This was one of the most difficult sites on the island, with many challenges. We managed to get it done!”

Biegel said the development was designed to bring a new architectural presence to the island’s shoreline while complementing the surrounding Seawall corridor.

Biegel, whose past projects include Diamond Beach, Ocean Club Resort, and the renovation of Emerald by the Sea, described the development as a defining project for the Texas coast. He continued to share, “Tiara is the crown jewel along the Texas coast. We have developed Diamond Beach, Ocean Club, and the Sapphire on South Padre Island; Whitecap NPI; and Lighthouse Point in Corpus, and we renovated the Emerald. The most appropriate name for our project was Tiara.”

With the structural frame now complete, construction will move on to the next phase of development, including the installation of the building envelope, windows, and exterior façade that will enclose the tower.

Project leaders say the milestone represents years of planning, design, and permitting that began nearly five years ago, bringing a long-anticipated residential landmark closer to completion along Galveston’s beachfront.
