ARM Energy and PIMCO announced a final investment decision on the $2.3 billion Mustang Express pipeline. The 236-mile pipeline will transport up to 2.5 Bcf of natural gas daily from the Houston area to Port Arthur, supporting LNG export growth. The project is one of several new pipelines expanding Texas's LNG infrastructure.

A Houston energy firm, alongside its financial partner, revealed on Oct. 9 that they have made a definitive investment decision to build a new $2.3 billion liquid natural gas (LNG) pipeline traversing Southeast Texas.
ARM Energy and Pacific Investment Management Company (PIMCO) have announced the launch of the 236-mile Mustang Express pipeline, aimed at enhancing the U.S. natural gas supply chain. A pipeline is set to carry as much as 2.5 billion cubic feet (Bcf) of natural gas daily from the Houston region to LNG export facilities located in Port Arthur.
The initiative includes two primary components: the 55-mile "Cougar" pipeline, which stretches from Tres Palacios Storage in Bay City to the Katy Hub, and the 178-mile "Mainline," linking the Katy Hub to Port Arthur.
"We are excited to collaborate with PIMCO... on this intricately linked pipeline, which will greatly improve the efficiency of the U.S. natural gas supply chain," stated Zach Lee, Chief Executive Officer of ARM Energy.
Lee stated that the initiative will connect key natural gas-producing areas straight to export facilities, guaranteeing a dependable supply of natural gas for liquefaction and export.
The pipeline is anticipated to play a crucial role in supplying Sempra Infrastructure's $14 billion Port Arthur LNG Phase 2 project, designed to address LNG demand across European, Asian, and various other global markets.
ARM anticipates that the Mustang Express will be up and running by early 2029 at the latest. In a significant development, the company is set to invite bidders for the remaining capacity of the pipeline later this month.
The announcement is an important step in the ongoing expansion of Texas's LNG infrastructure. Kinder Morgan is advancing its 216-mile Trident Intrastate Pipeline project, linking the Katy Hub to Port Arthur. The Trident pipeline aims to deliver 1.5 Bcf of gas each day to satisfy the energy needs of high-powered data centers.
In August, WhiteWater Midstream secured approval for the 450-mile Eiger Express, a pipeline intended to link gas sources in the Permian Basin to the Katy area.

The Port of Galveston expects to approach 4 million cruise passengers and more than 445 sailings in 2026, driven by larger vessels, a new terminal, and continued industry expansion. Port leaders say the growth is vital to funding operations because the port receives no tax dollars.
