Royal Caribbean’s interest in a fifth Galveston cruise terminal was reported in July, with Port Director and CEO Rodger Rees identifying the company to The Daily News. A later port announcement gives a clearer account of what had—and had not—been agreed. [2]
On August 26, the Port of Galveston said it was discussing a terminal and cruise berth at Pier 14 with Royal Caribbean Group. The previous day, the Wharves Board deferred a nonbinding memorandum of understanding and gave staff feedback for further negotiations. [1]
The port said a final development agreement would need to cover development, financing, construction and operation. A draft operating agreement would then go to the Wharves Board for approval. The announcement therefore described negotiations, not an executed terminal deal or a construction authorization. [1]
Pier 14 would add to the relationship established at Pier 10, where the port and Royal Caribbean built a $125 million terminal complex through a public-private partnership in 2022. The new proposal is for an additional facility, not a renaming of that existing terminal. [1]
